an add-on for your regular X-server, if that one is XFree86, or use
x0vncserver instead of "normal" VNC server...

Viewer, not into a command-window.
Under what O/S? *nix? If so, you need to use the vnc.so or x0vnc.

a user/password system. VNC Enterprise Edition provides NT Logon

running Debian and there was no related messages on the VNC server's log
file.

and the ability to shut down the server. Non-Administrators cannot perform

It means that your VNC Server is not accepting connections. This might be
because you've configured it not to, or because something else on the server
computer is already using the specified network ports.
