It sounds like they are saying that the KDE-specific krfb VNC-based viewer
server use encoding number 17. I've just checked the krdc (krfb) 3.5.3
viewer and verified that, while it does try to use some unregistered
encoding numbers, 17 isn't one of them, so you should be fine.
Apparently you can't. You have to use version 4.

Many of the more advanced options were only accessible by modifying the
registry directly. In this instance, things will be much simpler for the
original poster if he removes his VNC 3.3 server and runs a VNC 4.1.2 one!
