You actualy only need control of one firewall on either end.
Your ISP blocks ports? That seems somewhat strange. I know some do,
but all ports that seems odd.

this "bouncer" on my web site to redirect to my home computer?

Yes, but you need to use a "Bouncer", and since theese use internet
bandwidth they cost money
