I would suspect that the hydrogen atoms would tend to spontaneously recombine and emit the bond energy photon. If some form of cavity could be constructed to keep reflecting that energy back into the cloud you might be able to keep a reasonable quantity of mono-hydrogen plus diatomic hydrogen
