ICQ sending files

I'm not sure if anyone will be able to solve this one but I can't seem to send files using ICQ. I can receive them just fine but if I try to send the transfer window comes up but nothing happens. After a while it tells me a connection couldn't be established. Not expecting anyone to have a sol
