Automatically setting time / data on iPad

My iPad has consistently been 20 minutes behind reality. I already tried changing the time manually, but as soon as I set it to Automatic again it switched back to 20 minutes behind. I already had a look online and there are many reports of this. http://discussions.apple.com/thread.jspa?thread

I am in process of reassorting my hard disks and intend moving Time Machine to a different drive. Clearly I can just start from scratch with the new drive and no serious loss in discarding the saved backups. However, is it possible to copy the whole existing TM drive across to the new o
