If my calculations are wrong, I stand corrected ;-)
I do understand the additional things that can slow the data rate down
significantly, I notice changes in my data rate on my Wireless Network.

sorry your calculation has a small mistake, in serial connection
(which broadband is) there are a start bit - 8 data bits - a stop bit
which are 10 bits per data byte, thus thus kbp/s divided by 10 gives
KBp/s, additionally if there are server delays and many other things
(noise) sitting on

As there are 8Kb (kilobits) in every KB (kilobyte) ... and you are
saying you are downloading at 46KBps
