How do I permanently stop or council unwanted downloads from iTunes?
Due to a slow internet I have started two downloads of the same TV program.(
Seems nothing is happening so I click download again and then the downloads
start. I stop one and let the other finish) One I want but the

Once an item enters the download queue, the user cannot remove it.
Either allow them to download, then delete them (easiest)
OR
Contact the iTunes Store customer support department through the Contact page
and ask them if they'll remove the item(s) from your queue for you.
Hi, a quick question about app downloads.
If I download an app (paid) to my iPhone, can I download the same app to my
wife's iPad (same Apple ID) without paying again?

Purchases are tied to your iTunes Account, not to the device.
Your wife signs in to the iTunes Account on her iPad she can download the App.

the downloads from these sources do not count on customers bandwidth

AFAIK, iTunes uses Akamai to distribute the tracks and iiNet run a local
Akamai mirror inside their freezone. They officially advertise iTunes
downloads as free traffic as well:
