If you remove the tags from your css file that will solve the problem with the first style being ignored. Also, you should add a doctype to your page. HTML 4.01 Transitional should be fine for your site. Make sure to validate your html as well, as many times CSS problems are due to mistakes in h

Riva, Do you have the web developer's toolbar for Firefox downloaded? If you do, try running your page through the CSS validate and the HTML validate under Web Developer | Tools. The CSS validate is reporting 9 errors and the HTML validate is reporting 3 errors. I don't know that that's what's
