I dunno if this will help or not but I've been putting this in every
css sheet I create now - it takes care of the short pages so that you
don't get a jumping page
If you remove the tags from your css file that will solve the
problem with the first style being ignored.
Also, you should add a doctype to your page. HTML 4.01 Transitional should

Do you have the web developer's toolbar for Firefox downloaded? If you do,
try running your page through the CSS validate and the HTML validate under
Web Developer | Tools. The CSS validate is reporting 9 errors and the HTML
validate is reporting 3 errors.
