If you remove the <style> tags from your css file that will solve the
problem with the first style being ignored. 

Also, you should add a doctype to your page. HTML 4.01 Transitional should
be fine for your site. Make sure to validate your html as well, as many
times CSS problems are due to mistakes in html markup or improper doctypes.

I know I'm behind the times, but this is my first attempt to design a 
site in CSS.  I'm having a problem with this layout: 
https://secure.enticedbynature.com/Soap.asp.  The blue on the left is 
supposed to go all the way to the bottom.  But if the content area gets 
too long, it stops before the bottom of the page.

My style sheet is below.  I'm sure there are lots of better ways to do 
what I did, so I would welcome any feedback on it. 

You'll notice I have two body styles, that's because the first style is 
always ignored.  I don't know why that happens either.
