[wdvltalk] Changing IE address bar shortcut Icon

I'm trying to change the IE shortcut icon and using LINK REL=shortcut icon href=/icons/ims.ico Also tried LINK REL=icon href=/icons/ims.ico That doesn't seem to be working. I've cleared the cache and still nothing. Thank you Robert
