ASP has to run on a server, so what are they trying to do? Why Outlook?

I guess the rationale is that they don't have a web server and don't want to go
through the process of setting one up -- and they don't want it hosted
elseshere.
They have an exchange server and want to use Access as the back-end database
and an Outlook folder as the front-end.

Why not just put the database on the server and a reports from that connects
to the database file on the individual's computer version of Access for
viewing the reports. Or if they don't have the licenses for Access on the
computers for the people who need to see the reports using a .NET Windows
