Some updates about my weewx stopping reporting:
My linux server where i was running mysql server has\d badly crashed and is
now verydead (hard disk and power supply failure).
For now i don't want to setup a new one and try to run all my previous
linux services on multiple pi setup.

For anyone else who comes down this road, I found another way to remove the
leading zero:
$week.windGust.maxtime.format("(%-m/%-d)")
Note the hyphens after the %'s. On February 2, this will return:
2/2
Without the hyphens it returns:
02/02

Aha, to answer my own question, looks like the format tag supports
additional operations. So for example, this prints the timestamp for the
maximum wind of the week formatted like 1:15pm
$week.windGust.maxtime.format("%I:%M%p").lstrip("0").lower()
