I made a partial fix to Makefile.am to fix a build problem when --enable-tools is used. However besides installing them in the data/tools/wesnoth directory it also tries to install them in the system pythin library. I agree, there should be an option - if you don't have rights to install new python modules for the current python interpreter, you can't use "make install". Someone who knows how autotools works could maybe add an option --no-install-python, or maybe --python-prefix? Not sure if the latter makes
