problem with "&" query using wget

Dear webmaster of wget, I've tried using GNU Wget 1.5.3 & 1.6 and the problem persists. Is there any problem with this version? The query with the "&" operator just got decoded and can't parsed by the search engine. That is, "Anniversary+%26%celebration" got decoded to "Anniversary+&+celebrati
