Thats because it was not applied to the hebrew wikipedia. If you inspect
main-rtl.css you'll see it's still using margin where it should be using
padding.

I have made some further tests. This error occours every time when somebody
tries to put a non-existent image to a page. (in the FlaggedRevision::insertOn
