Currently the promote step doesn't support updating the image tag of another
property, but if you'd like I can update it to allow you to specify where the
image tag goes.

about how to manage the flink part of the image, which is currently downloaded
when building with blubber. My and @dduvall's suggestion was to build flink
into separate image to use as a base
