The 5.4 gig band does cover 5.5ghz.
The rules are different from other bands in that you HAVE to use radar
avoidance, dynamic power leveling etc. etc. etc.
As for the parts that you have any control over, it's similar to 5.3 ghz.

they have the exact same requirements, other than existing systems on 5.3
