Maybe I've misunderstood your problem, but, let me rephrase.
You can't output an HTML page (which you need to show the progress bar) in
the same HTTP request that you use to output the downloadable Excel data.
You need two request/responses.
This is a limitation of the way HTTP

In analysis of the logs from a new application, I noticed
there was a user at ip 24.151._._ that got assigned a userreference argument.
A couple seconds later, the users ip was 205.188._._, same userreference.
This went back and forth a couple of times. I could tell it was indeed
the same

Lookup who owns the IP addresses. Id bet its AOL. Some services (AOL included) will change IP address at odd times, even within a session. Its running through their giant proxy, I think. In any case, thats why the userreference cookie is a better

Also this can be do to outbound load balancing.
We have several isps here where we use hardware that load balances our outbound
traffic by which line has the lease amount of traffic running through it.
