Both variables work on all NT-based Windows operating systems including 2000,
XP, Vista and Windows 7[1] (and all Server variants). However I still recommend

Have a look at HKLM\SYSTEM\CurrentControlSet\Control\Session Manager\Environment
and you will find windir to point at %SystemR
