I do believe this change is still operator-action-required...just faster and
fewer actions. If you send a 73 you still have to click on the Enable
button to send the next CQ. That's all you have to do though.
So new way is:
#1 Send 73
#2 Click Enable after minute starts -- CQ will send next minut
