As far as I know, there is no API to ensure a publish does not start the
server.
You could, however, try to set the module publish state to one of the
IServer constants indicating an unknown state. This wouldn't force the
server to publish immediately, but it would tell the server that a
publ

The servertools APIs can be found in org.eclipse.wst.server.core and
org.eclipse.wst.server.ui. There are a number of extension points for
defining runtimes, servers, methods to deploy, etc. As for projects
outside the workspace, you can find a way to do this with creating your
own custom modul
that this agenda includes planning for Java EE 6 and is a
continuation of last week's call, which suffered from attendance levels
not conducive to the JEE 6 discussion.
