So I just found out that the Fedora 9 Xastir package DOES work.
Something in my .xastir folder was breaking it.

I just filed another trouble ticket [1] in Red Hat's Bugzilla for the
latest Xastir package. The person that built the last package said he
had the mapping problem fixed. I just installed it and it fails.
Hopefully this will be fixed soon.

and I just don't have the time to test what he said. The packager knows

Maybe it would be better to be able to load a different configuration
file on the fly. Hmmm... Can you actually specify this from the CLI
when you start Xastir?

The version of Xastir in the yum repository still has a few kinks to
iron out, first. I think the biggest part that isn't working properly
is online maps. The problem exists somewhere around the libcurl, I
think, but I'm not sure exactly. There is an open bug report on Red
Hat's Bugzilla

I thought I had Xastir running on my KAM+ many moons ago but today I
seem to be having a fundamental problem. I have everything going and
I'm receiving stations but my TNC will not transmit my position (or
anything else that I'm aware of).
