From the error message I suspect it is missing the libx11-dev
package, although to be safe you could use 'apt-get build-dep xastir'.

Xorg-dev has a lot of dependencies, including libx11-dev. A quick
look shows that getting the xastir build dependencies calls in a lot

You are missing the -dev file. Find it for the version of X you have
installed. This will probably fix this problem.
