Change the package name of xdoclet.tags to xdoclet.taghandler ..
Why? All the rest of the packages are singular (ejb, jmx, loader,
tagsupport, util) and there are all taghandlers inside that package.

some optimizations. The performance is not that great actually. There
should be a problem somewhere because webdoclet is lightening fast, also
utilobject/etc but

Refactoring is almost done. Everything should work as before, including
all web and ejb subtasks including weblogic/jboss/etc. So please put
some time on testing NAMESPACE_REFACTOR_BRANCH branch. This branch will
become the main branch in the coming days.
