This is really a design decision, it's not really clear that changing
the expected behavior here is going to provide a good experience for
operators. We punt on various classes of potential DOS (like api rate
limiting).

this bug still happens. Neutron openvswitch agent container tries to run
ip6tables-restore and fails because there is no ip6table_filter module
loaded. The module normally is loaded by the command itself. But inside
the container we don't provide /lib/modules ... With proper host mount
the error is
+1 to @Sam's suggestion. Neutron is responsible for binding all ports,
including Ironic ones. Add an ML2 driver to bind your ports.

Changing the ssh port of nova computes is not supported. The nova-
compute services should not be internet accessible (if so there are many
more issues you might run into). As such the policy of moving well known
ports has no security value.

When I run "python3 tools/render-cloudcfg config/cloud.cfg.tmpl
config/cloud.cfg" on FreeBSD, the cloud.cfg was created for ubuntu
instead of FreeBSD. After investigation, I found the root cause is
util.system_info().
