Richard,

Pythonista looks cool, I doubt that you can run tkimter with it. That would
require that some had done a port of tk itself to the iPad.

In theory, pyObjC could be an option, but the only ready to go solution i
know of is Kivy--which is pretty different thanTK, but should do the job.
