Because permission will be screwed when the files are written to non-ext2
filesystem(s).

If one has already downloaded the whole hierarchy to a local machine,
why not use the NFS or FTP install method instead of downloading the
ISO files?

If you're trying to replace the NT installation as opposed to
doing a dual boot setup, it's easiest to **DELETE** all the
existing partitions before you start.

If you delete the existing partitions, the installation will
let you create new Linux partitions and will "format" them
for you.
