I'd check if you have the following.

$ rpm -ql telnet-server
/etc/xinetd.d/telnet
/usr/sbin/in.telnetd
/usr/share/man/man5/issue.net.5.gz
/usr/share/man/man8/in.telnetd.8.gz
/usr/share/man/man8/telnetd.8.gz

But when you say:

It makes me wonder if you've configured your rh 7.1 firewall by
accident. 

What's the exact error message you get when you try to connect as a
telnet or ssh client?
