Did you try installing glibc-common first? then do glibc, then glibc-devel.. if all else fails, you could try --force --nodeps :) but beware.. only resort to those options if you know more than your system does :)
rpm -Uvh glibc* or rpm -Uvh glibc-common rpm -Uvh glibc rpm -Uvh glibc-devel whichever works.
