The messages means that the glibc-development package that is installed
is too old for use with glibc-2.2.4-19.

Now, to fix the problem. If you have downloaded glibc-2.2.4-19.i386.rpm
(or glibc-2.2.4-19.i686.rpm), glibc-common-2.2.4-19.i386.rpm and
glibc-devel-2.2.4-19.i386.rpm, then run "rpm -Fvh glibc-*.rpm" and you
should be all set. You have to upgrade all three packages at once!
(You may also need glibc-profile-2.2.4-19.i386.rpm, depending on what
you have installed.) If you do not plan on compiling any programs, you
could remove the glibc-devel (and glibc-profile) packages.
