Yes /home is still there but none of the directorys under that are

rm -rf /home would also remove /home and not just the user dirs.
Is /home still there?

First of all, don't touch the partition that contains /home. Mount it
read-only if possible until you've managed to recover some files.
One nice utility to do that is: http://recover.sourceforge.net
Do not use mc to undelete files.
