You'd need to make pppd SUID root at least (which has it's own set of
security issues), I don't know if kppp needs root priviledges for other
stuff.
Also note that kppp is normally invoked through the userhelper-system to
ask for root password, to circumvent that you'll need to invoke it as
/usr/sbin/kppp instead of the default /usr/bin/kppp.
