The file /etc/sysconfig/harddisks applies to all disks. 
I read somewhere that you can copy /etc/sysconfig/harddisks to (in your 
case) /etc/sysconfig/harddiskhdd and set the value there. 
I tried this once and it didn't seem to work.

You could add the command to /etc/rc.d/rc.local, though that may be later 
in the boot process than you want. If that is too late, I'd look for a 
likely place to insert the command in /etc/rc.d/rc.sysinit

Ideally, I suspect you'd want to have it done before the drive is 
mounted, if possible.
