Yes, sure there are newer RPMs for _newer_ versions of Red Hat. I have got 
4.2.0-8 here which comes with RH 7.3. But you asked also about 4.2.1 ;-)
Concerning XFree86 I often updated the X version that came with Red Hat. 
Normally, I got the source code (from XFree86.org), compiled and installed 
it over an existing XFree86 installation and never run into problems. But 
I never tried out to _install_ "updated" RPMs of X which have been 
compiled for another version of RH. If you want to test this I would 
recommend you to grab the source SRPMs and try to compile them on your RH 
7.1 box. If it does not matter what RH version you run, than get a copy of 
RH 7.3 or wait some time and get the forthcoming release 8.0. Then, you 
will get more or less some actual version of X;-)
