Though this doesn't answer your question directly, have you looked into The Gimp?
It's incredibly powerful and, importantly, open source. Many professional outfits including hollywood studios are using The Gimp these days. Naturally, it outputs in a variety of formats and will more than likely produce what your printhouse expects to see.
