Design a Security Test Environment

I'm going to design a security test environment.
I know that i need a firewall to protect the rest of the lan from my "crazy
test environment"...but there is any best practice to design a security test
environment for:
- software (Sniffer, IDS, Vulnerability Assessment)
- High Availability and load balancing
- stress test..
