I am not familiar with the HTTP server that you are using or any options for filters that it may have. But one small peice of software that I have had positive experience with on Win2k is a local firewall called 'Tiny Personal Firewall' from www.tinysoftware.com . It has very good ruleset/filter and logging capabilities and has not broken any other network functionality.
