I have a simple solution to that problem. Unencrypted pop* and imap
are simply blocked at the firewalls and ONLY pop3s and imaps (ports 993 and
995) are allowed in. If they don't check the secure connection box, they
don't get connected. End of that discussion.
Most clients I run into certainly do support SSL encrypted POP or
IMAP. Enough so and prominent, that it's easy to tell someone that if
their MUA DOESN'T support either pop3s or imaps (not all support both
but a lot support one or the other) then they should get another client
if they want to access their mailboxes over imap or pop3. Never have
needed to make an exception. It's just too well supported now.

Absolutely WORSE that having broken wordwrap in E-Mail messages is
having bogus disclaimers that violate the wordwrap standards as well.
