To answer some questions.  When the pix 515's were installed they were setup

with 4.4.  We have not gotten around to upgrading all the firewalls.  That
is
on the books to do.  
with 3 people running Kazaa and a couple of other internet games /
multimedia
servers one site was taking up 95% of the region bandwidth.  A sh int s0/0
on the local 2620 router showed 175 or 195 /255.  Higher at times.
from monitoring the syslog and running RNR's report generator I was able to
see each day large hits to port 1214 (7000+).

Several have suggested the following list for the 4.4 version.  I'll give
this a try.

Outbound 100 deny 213.248.107.10 255.255.255.255 0 ip 
Outbound 100 deny 0.0.0.0 0.0.0.0 1214 tcp 
Apply (inside) 100 outgoing_dest
