The only thing you can sniff from your computer is the traffic that hit your network card. If your network card is connected to a shared hub, you can sniff all the traffic that goes on this particular segment. If your network card is connected to a switched network you can only listen to the traffic that are for or from your computer, plus the broadcast of the network your are connected to.
If you are a ISP, you can potentially listen all the traffic that goes from or to your clients. A Internet user, receive only the internet traffic that is dedicated to his IP address, or network.
