It sounds very much like a good dose of FUD is being applied in the argument against 
the use of protected messaging. I'd be very surprised if this was a wide-spread 
occurence, but I'm no expert on foreign authoritarian government tactics. I suspect 
that any government that would adopt overt stand-over tactics against it's citizens 
using encryption would probably already be engaged in similar tactics, encryption or 
not. 

Jay, I think you'll find that most disclaimers are there to support subsequent 
litigation in the case of unauthorised use or disclosure. I agree about the clutter 
and the extra space all that text must waste, but this requirement is generally 
imposed by Legal Counsel. We don't get a choice. And you're right to most of us, it's 
just noise at the end of a message, but like the CERT recommended legal warning on 
login splash panels, it at least puts the recipient on notice, and fortifies any 
subsequent legal action.

Stop reading here ... the rest is noise.
