TeraTerm with the TTSH extension is pretty cool (it used to be my personal favorite windows SSH client). Unfortunately, it only handles the SSH1 protocol with no plans to implement SSH2. There are some security concerns with the SSH1 protocol. Because of this, it is more common these days to find servers only running SSH2 (or OpenSSH restricted to SSH2 protocol). With this in mind, PuTTY remains the best Free Windows SSH app available. It is also interesting to see other apps using PuTTY support applications (like scp).
