You are right to use telnet to eliminate a potential IE app problem.

Don't know if you tried this one, though. Type:

telnet <IP Address> 80
GET /

#GET must be in upper case.

if this fails then you have a networking problem vs. a software problem i.e. 
hosts, proxy, IP blocked vs. IE issue.
