Are you talking about VigilEnt Policy Centre? I looked at this when my
company was looking at developing our security policies (it comes with an
electronic copy of Charles Cresson Wood's "Information Security Policies
Made Easy"). It is both a document management system and a user testing
system. My organisation already had a controlled documentation system and I
couldn't justify the cost of duplicated functionality.

Users within business need controlled access to corporate documents, whether
relating to information security, industrial safety, human relations policy
or anything else. My personal impression is that VigilEnt Policy Centre is
for companies that do not already have a controlled document system or that
can afford a separate one for information security.  All companies that I've
dealt with in the UK and US already had a controlled documentation system
for managing controlled access (read only, editor etc.) to their polices and
added their security polices to their existing system.  What does your
company do with other corporate documentation? Do you need a separate system
for security? The testing aspect of VigilEnt Policy Centre may be worth the
cost to you business but I found it rather expensive.
