If this rule was placed before your accept rule for 80 or 443 (or proxy rules) it should block aaa.bbb.ccc.ddd .

It works fine here,
Make sure you have your denied IP address in the /usr/share/squidGuard-1.2.0/db/bannedsource/ips file.
