Dandelions take a long time to germinate? Wow, I never knew. i've been
trying to keep the seeds moist. I have them in peat pots, planted in Miracle
Grow enriched sphagnum peat moss mixed with sand for good drainage.
Dandelions are known for being tough to erradicate, I guess they are just as
hard to cultivate.

Are they alive...simple test is to sow them on some moist perlite in a cup or
dish covered with clear plastic wrap...check them after a few weeks to see if
they are still firm, if yes they should be alive? If they rot they are dead.

Were the seeds dried enough before being sown?

Germination is normally spread out over many months, and might not start for
a number of weeks. Be careful that the seeds do not dry out again after they
have been sown-which will delay germination even more.
