Yes, it's called Juno. You can go to http://www.juno.com and download
the software, which will allow you to get free dial-up email without
requiring Internet access (but if you get version 2.0 or better you can
also connect via a running Internet connection)
The only little price to pay is they show you ads.
If this person likes Juno, there is a mailing list dedicated to Juno
and it's usage, as well as the art of accessing the Internet by email
only without needing ISP service :)
