(1) Download IrfanView32, the best, bar none, freeware image
processor/viewer in the Internet.

Capturing, Cut/Crop, Effects (Blur, Sharpen, 3D button, emboss, oil
paint, edge detection, median filter, explosion, pixelize and fine

(2) You could now design your web page banner or logo using the Paint
program that comes with Windows, but you probably want it to look cool,
don't you? :-)
