Oh, I see... somehow in all the time I've edited Wikipedia and
MediaWiki.org, I never noticed that set of editing links at the bottom.
Since I hate to reinvent the wheel, probably the best thing to do is to add
to the form-edit page the Javascript necessary to enable the
"{{MediaWiki:Edittools}}" call to work.

As for the toolbar, maybe it makes the most sense as a parameter to the
"{{{standard input|free text}}}" declaration, since it would presumably only
ever go on top of the free text field.
